Quick answer: To compare the cost of living between two places, divide the price level where you are going by the price level where you are, and multiply your salary by the result. The U.S.
Bureau of Economic Analysis publishes those price levels as Regional Price Parities (the national average = 100). In 2024, New York-Newark-Jersey City, NY-NJ is 112.6 and Austin-Round Rock-San Marcos, TX is 98.1, so $100,000 in New York buys the same as about $87,123 in Austin.

Regional Price Parities (RPPs) are the U.S. Bureau of Economic Analysis's measure of price levels by state and metro area, relative to the national average of 100. Equivalent salary = your salary × RPP of the new place ÷ RPP of the current place, using the all-items index. The category rows show where the difference comes from.
These are 2024 price levels (BEA release of February 19, 2026). They measure prices only, not taxes, and they are averages for the whole state or metro: a city center and its outer suburbs can differ a lot, especially on housing. Metro areas follow OMB's 2023 definitions.

What is a Regional Price Parity?
BEA's measure of how the prices of goods and services in a state or metro area compare with the national average, where the U.S. = 100. It covers goods, housing (measured from rents), utilities and other services, weighted by regional spending patterns.
An RPP of 110 means prices are 10% above the national average.
Does cost of living include taxes?
No. Regional Price Parities measure prices, not taxes. State income tax can move the comparison a lot: moving from a high-tax state to one with no income tax raises take-home pay on the same salary.

Divide 100 by the state's RPP and multiply by 100. $100 buys about $115.07 of average-U.S. goods and services in Arkansas, but only $90.33 in California.
